The link you showed worked for me this morning, so I am puzzled as to why you had a problem. Try the following link instead:

It is identical to the one you used except that it doesn't include the ':8081' port, and it represents our recommended way of linking to SumsDB nowadays.
When you get to the stage of registration from each individual to the atlas, we strongly recommend that you use as the target for registration the human PALS atlas, available at:
