[caret-users] caret debug

Just out of curiosity, how does one do this on Windows?  I know how to 
do it on Linux (tcsh: setenv

CARET_DEBUG yes; bash: export CARET_DEBUG=yes), but not on Windows.  Is this a registry thing?
